Toliara (Tuléar) is the main city of South-West Madagascar. Dry, arid climate, exceptional beaches (Ifaty, Anakao, Mangily), expat and researcher community around IH.SM (Marine Sciences Institute), humanitarian NGOs (FAO, WFP, MSF) tied to Great South food crises. Preferred areas

Coast (Mangily, Ifaty) for short-term and ocean-view rentals, popular with diaspora and long-stay tourists; count 25-30 km from Toliara center, good road but isolated at night. Anakao (facing Toliara, pirogue or boat access) for diving lovers and higher budgets.
Vacancy and the NGO market
Toliara is among the other provinces where average vacancy can reach 2 months per year. The market is however driven by NGO contracts (often 12 to 24 months) which secure cash flow when you capture this clientele. Outside the institutional market, vacancy can be longer, especially for premium coastal properties out of season.

- Water: scarce, strategic resource (cisterns, private boreholes, dry-season deliveries)
- Extreme dry heat in November-December (40°+): prefer natural ventilation, shade, thermal insulation
- Access roads to outer neighborhoods sometimes degraded: verify access during rainy season
- Internet highly variable by area; fiber limited, 4G is the main channel
- Great South security: Toliara is isolated from the rest of the country, cattle theft (dahalo) in the hinterland (little impact on the city but caution on rural trips)
South-specific land traps
The South-West is one of the regions where Sakalava-Vezo customary law most strongly coexists with positive law. Coastal land and lagoons are often considered inalienable by Vezo (fishing) communities. A no-dispute Fokontany attestation and a neighborhood inquiry are essential. Beware of properties listed by unlicensed intermediaries stacking commissions on legally fragile assets.
